Bill was born and raised in Kingston, Ontario. As a young boy, he enjoyed hiking in the nearby countryside and sketching the natural beauty he saw all around his childhood home. During his working life, his creativity continued to be expressed teaching cabinet making and architectural drafting.
Since 1982, he has taken lessons in watercolour and acrylic painting with Margaret Grothier, Brian Atyeo and Tony Couch. He has also studied at the Ottawa School of Fine Arts and the Haliburton School of Fine Arts. These studies have helped him learn how to express artistically the beauty of rural scenes by "balancing bold use of colour with subtle use of light and reflection".
He skilfully captures the mood of rural scenes and the tranquility of nature as influenced by the season. His watercolour and acrylic paintings hang in private and corporate collections throughout North America, Europe and Australia.
